Is the International Baccalaureate (IB) certificate accepted in Israel? Do I need to do the Psychometric test as well?

The organization's graduates are integrated in all educational and occupational areas. The IB certificate is recognized in all Israeli universities as an international matriculation certificate, and students don't need to take a university preparatory course. However, there are specific requirements for different psychometric scores depending on university and field of study.

Does going to UWC have any affect on my Military Service?

UWC itself does not affect your military service, and your conscription requirements remain unchanged. However, travelling to colleges may have some implications on your military service. This is because the two years of travel are two years in which tests are held for various units in the IDF. In some cases you can ask to have these tests postponed to fit times in which students come back to Israel for vacation, while other times it may be necessary to postpone military service a bit in order to apply to your desired unit.

However, it is important to note that the organization's graduates are integrated in all challenging and interesting IDF units - including the academic reserve, prestigious intelligence courses, combat positions and more. Additional information on the subject will be given by the Israeli National Committee to those who go through the selection process.

How does a teenager who is located in a college abroad deal with the various military tests? Should they return to Israel on the date they were summoned? 

This issue depends a lot on the involvement of the parents - who are required to contact the military locators in the country and ask for re-screenings or date changes, and send the necessary documents when needed. Most students will not be able to perform this bureaucratic process remotely. Most screenings can of course be adjusted (in a preliminary dialogue with the army) to the dates on which the students return to Israel for vacations. In many cases, students repeatedly postpone enlistment in order to volunteer for a year of service or a pre-military gap year course - and thus receive a full year of screening in Israel prior to their enrollment to the army.
